CME Definition
Continuing Medical Education consists of educational activities, which serve to maintain, develop or increase the knowledge, skills and professional performance and relationships that a physician uses to provide services for patients, the public, or the profession. The content of CME is that body of knowledge and skills generally recognized and accepted by the profession as within the basic medical sciences, the discipline of clinical medicine and the provision of health care to the public.

CME Licensure Requirements - Kentucky Board of Medical Licensure
60 hours every 3-year cycle to include: AMA Category 1 - 30 hours minimum certified by an organization accredited by the ACCME. The remaining 30 hours may be AMA Category 2.

The Category 1 hours may include:

  1. Domestic Violence Course (a one time requirement)3 hours required for primary care physicians (Primary Care Physicians include: general/family practice, pediatrics, general internal medicine, emergency medicine, OB/GYN, preventative medicine/public health). Primary care physicians recently licensed have three years from date of licensure to obtain this course, which must be approved by the KMA or one of its intrastate accredited providers.   2. HIV/AIDS Course2 hours required every 10 years:
    • Must be obtained 10 years from the date of your last HIV/AIDS certificate
    • Must be an approved course by the Kentucky Cabinet for Health & Family Services (CHFS);

Category 1 CME
Category 1 CME activities must be designated by an accredited sponsor and must meet the following requirements:

  • Be sponsored by an organization accredited for continuing medical education by one of the state medical associations or by the Accreditation Council for Continuing Medical Education (ACCME)
  • Be designated as Category 1 education by that organization

Category 2 CME
Category 2 activities are not produced by an accredited provider for Category 1 credit. Individual physicians may claim Category 2 credit for learning experiences that have improved the care they provide their patients. Many times participation in these activities cannot be documented.

Credit claimed should be commensurate with the actual time spent on an activity. The following is a list of some of the non-designated activities, which may be reported for Category 2 credit:

  • Consultations with peers and medical experts
  • Developing and reviewing quality assessment data
  • Use of electronic data bases in patient care
  • Use of enduring materials
  • Small group discussions
  • Self-assessment activities
  • Medical writing
  • Teleconferences
  • Preceptorships
  • Audio-visual materials
  • Television and radio broadcasts
  • Medical research and study online
  • Teaching other health professionals
  • Reading authoritative medical literature
  • Programmed medical education materials
  • Exhibits
  • Books
  • Lectures, seminars and workshops not designated for Category 1 credit

CME Record-Keeping
It is the physician’s responsibility to keep CME records and be able to produce documentation if audited by the Kentucky Board of Medical Licensure. The KMA CME Department has developed a CME Record-Keeping Folder for member use. These folders are mailed to KMA members at the beginning of each three-year cycle. More folders are provided by contacting the KMA CME Department.

Annual Reports
An annual report is required in order for KMA to make its own report to the ACCME. This data is also very important in evaluating KMA's overall CME program.

The KMA CME Department will send an Annual Report form and invoice to all accredited institutions, which will be required to remit their annual fees by January 31. The annual fee is based on the following schedule. This fee includes an annual recording charge levied by the ACCME on all providers.

  • Specialty Societies, Medical Practice Groups,
    Component Medical Societies $1,000
  • Hospitals under 200 beds $1,375
  • Hospitals over 200-400 beds $1,675
  • Hospitals over 400 beds/Other organizations/Consortia $1,975

How to Become an Accredited Provider

The Kentucky Medical Association’s Continuing Medical Education Committee recommends that organizations capable of offering an ongoing schedule of high quality CME offerings seek full accreditation, which will enable participants to receive AMA Category 1 credit for activities sponsored by the organization.

An organization must demonstrate its readiness to submit an application and undergo a site survey by completing a pre-application form. Upon receipt of this form and review by the CME Committee, the organization will be contacted and advised of the result of the review. The organization may be advised to arrange for a consultation if the CME Committee feels the organization is not ready to proceed with submitting an application. If the organization has demonstrated a readiness, then the KMA will forward a Self Study for Accreditation package to be completed at the organization’s convenience.

Upon receipt of the Self Study for Accreditation, a site survey team will be appointed to meet with your CME Committee and other concerned individuals and, hopefully, review an activity in progress. After the site team has completed its survey, it will report its findings to the full CME Committee, which will make a final determination on whether or not accreditation should be granted. The applicant organization is responsible for reimbursing the site team’s expenses when a survey is conducted.

Joint Sponsorship

Joint sponsorship may be for a single course or a one-time course, consisting of a series of activities by the same organization. Organizations seeking joint sponsorship must be representative of physicians or the activity must be directed specifically to physicians.

The acceptance and processing of the joint sponsorship applications will be contingent upon the current workload of the KMA CME Department. We must have the application, the completed program, and as much of the necessary documents a minimum of 90 days prior to conduct of the activity, and before any publication can be made of the activity. There is no guarantee that KMA will observe any fixed deadlines for credit approval.

After a need for an educational activity is determined and joint sponsorship is requested for the demonstrated need, the inquiring organization may download an application form and other materials from the KMA Web site, which must be completed and returned to KMA.

Upon receipt of a joint sponsorship application, copies of all materials will be sent to the CME Council for review and evaluation. If the Council on CME agrees to jointly sponsor the activity, a member of the CME Council and KMA CME staff shall be assigned responsibility for working with the applicant to assure that the requirements of the Essential Areas of CME will be maintained.

Following the activity presentation, the sponsor must also ensure the appropriate follow up takes place, including an evaluation of the presentation by course attendees and discussion of the results of the attendees' evaluations to ascertain any beneficial effects that resulted with regard to medical practice.

A graduated fee shall be required at the time of application for joint sponsorship by KMA. This fee will be proportional to the accreditation fees, depending on the size and constitution of the sponsoring organization. It is recommended that a registration fee be charged by the sponsoring organization for the CME activity.

Joint sponsorship will be considered on an individual basis. The Council on CME may approve or decline any request for joint sponsorship for any reason deemed appropriate. The Council on CME will encourage organizations seeking joint sponsorship to use other available mechanisms or attain independent accreditation status.

In the even that joint sponsorships denied, the Procedures for Reconsideration of Adverse Decisions or Appeals shall apply.

A draft of promotional material must accompany the application and should include:

  • Activity content/schedule/titles & faculty
  • Learning objectives (stated in action terms/expected learning outcomes)
  • Target audience
  • Speakers' disclosure statements, if available
  • Commercial support acknowledgement, if any
  • Special needs statement (ADA)
  • CME accreditation statement

  • Copies of previous promotional material (if held previously)
  • List of program faculty and biographical information
  • Documentation of need assessment (meeting minutes, previous program evaluations, current medical trends, literature, surveys, etc.)

2006 Revision of Designation Statement

The American Medical Association rules for AMA PRA Category 1 Credit designation include establishing the designation as a trademark. AMA Category 1 Credited activities should contain the following statement:

The (name of the provider) designates this educational activity for a maximum of (# of credits) AMA PRA Category 1 Credit(s)™. Physicians should only claim credit commensurate with the extent of their participation in the activity.

Note that the phrase Category 1 Credit should appear in italics and the trademark symbol, ™, should appear following the phrase. This only needs to be listed in this format once on each brochure. Also note that the designation is for credits, not hours. The number of hours is based on time/portions of hours rounded to the nearest 15 minutes or .25 credits.

The Kentucky Medical Association is recognized by the Accreditation Council on Continuing Medical Education as the Kentucky accreditor of intrastate CME sponsors. The KMA Accreditation Program: (1) assists institutions in developing high quality CME programs, (2) increases physicians’ access to quality practice-based CME in the local community, and (3) identifies and accredits Kentucky entities whose overall CME program meets or exceeds the accreditation standards of the KMA and ACCME. The University of Louisville School of Medicine, the University of Kentucky College of Medicine, Jewish Hospital, and Western Surgical Association, along with KMA, are nationally accredited by the ACCME to sponsor individual CME activities.
